Rod Blagojevich proposed a new budget Wednesday that aims to bolster the state’s economy with a tax credit for many families with children and a multibillion-dollar public works program, but he is relying on persuading wary lawmakers who previously have rejected many of the plans. “It is time to strengthen our economy.
